Exact Receipt is an independent Telegram Stars invoice service operated by Igor Zhudov. It creates and tracks seller invoices, records server-side fee snapshots, supports delivery-aware order status and gives the operator a protected view of seller applications, invoices, payout requests and confirmed settlement states. Seller access is reviewed; automatic treasury settlement and RUB/SBP payout remain disabled until the required Telegram, legal, treasury and regulated-partner gates are complete.
